Risk, Lenders to be Evaluated Quarterly
SBA is implementing a new system to evaluate the performance
of its overall loan portfolio and individual lenders in the 7(a) and
504 loan programs. The new lender oversight tool, developed by Dun
& Bradstreet, will enable the SBA to rank each lender based on
the riskiness of their loans.

504 Program Changes Now in Effect
Sweeping changes to the 504 loan program, announced last
month, are now in effect. SBA loosened regulations to
encourage greater competition and make 504 loans available to
more small businesses.

504 Job Requirement Changes to One Per $50,000
Effective this month, the job requirement for 504 loans
changes from one job for every $35,000 guaranteed by SBA to
one job for every $50,000 guaranteed by SBA. The change gives
Florida First Capital more flexibility for approving 504
loans.

Bill Would Quadruple Loan Limits for Manufacturers
U.S. Sen. Olympia J. Snowe (R-Maine) recently announced plans
to introduce a comprehensive bill to assist small
manufacturers. Provisions include quadrupling the maximum 504
loan size.

New Site for Doing Business Overseas A new Web site
to assist small businesses seeking to tap into international
markets was launched today by the SBA in partnership with the
American International Group, Inc. (AIG) and the U.S. Chamber
of Commerce. The site, www.AssessYourInternationalRisk.org is
designed to provide small businesses with information that
will help them determine what insurable exposures they may
encounter in doing business overseas. These can range from
credit and liability risks with unknown customers to workers'
compensation laws, which can vary widely.
SBA Overview Available in Seven Languages An
"Introduction to the U.S. Small Business Administration" is
now available on the agency's Web site in seven languages,
downloadable in a PDF format in English, Spanish, Russian,
French, Arabic, Chinese and Japanese. The overview will soon
be translated into Serbo-Croatian and Vietnamese as well.
